Maybe I've never noticed, but is there a motivation factor for military units? Example, do units get a bonus when fighting on their home turf versus on enemy territory? Also, are units affected by war-werriness as well? Does the form of government have any effect either? Units being more motivated to fight for a Democracy over a Despotism for example? I'm thinking these factors could sit on top of terrain bonuses.
I know a soldier fights to keep himself alive, but American soldiers lost some effectivness when war weariness at home starting increasing.
