I made a scenario with some preplaced cities, and 9 civs. However, when I set the active player to one of those civs, and try to place a player start location, it won't let me. It just turns the mouse to the 'cannot place' icon on whatever square its over...

Any ideas?

hhmm can you post a screenshot? maybe place the start location with no active player then reasign it?
