Just wondering if Region 1 or 2 encoding mattered if I was going to play DVD movies in the DVD drive on my computer...

So far as I know modern ones, are not region dependent, some older ones are. Anyone that knows better feel free to correct me.

Yes they still apply. Or at least as far I know, and it still apllies to my DVD drive.

But there are ways around this, whether it be by hacking your DVD drive or ripping off the dvd.

I know mine is.

if a dvd drive is region dependant (older ones certainly were) there is (or was..) software around which can fool a dvd drive into thinging it's in a different region (or has no region) - try searching on some of the popular download sites
