I'm not that new here like it seems, but beside from this, I didn't reads the whole Conquest-forum. So I don't know if anyone allready asked for this "diplomacy-idea":
How about making it possible to make diplomacy impossible for special civs in "conquests"? It would be great to have one single civ, that NEVER can't make ANY diplomatic offers. This civ could be ever in war with every other civ and could used for many things like: modern barbarians, lots of natural desaster(units) like tornados, earthquakes, floods or fantasy attacs with orcs or somthing like that. This way such civ could be used instad of events, wich are really missed in Civ3.
Of cource there should be the war unrests also turned off for the other civs, wich are in war with this during the whole game.
