Well, what is going to happen? First of all, any governors, please tell me your queues.
I will take them through to my final instructions word for word. If I dont like them, I will
ask you permission to change them.
I also realise that I
have quite a lot to live up to in terms of last term. To keep it going well,
this thread will be an RPG thread for the citizens of this province. If popularity rises,
I will make threads in the RPG Forum. To get this going, who has any offices in any of
the cities in this province? Also, I will be appointing land owners, who will have a say
in what happens on their land, i.e. worker instructions etc.
The RPG
The way I will run the RPG is that landowners make taxes on their land. In effect,
it means that if a laborer in a city is working on a tile you own, you earn gpt, at
the rate of:
(commerce the city generates [including corruption]/citizens) per turn
You want as many rich cities working on your land as possible. And sometimes you
will need to win over some laborers from someone else's land to yours. To do that,
request a terrain improvement in your land, and point out the laborer you want
moved to the improved tile. To avoid waste, you can only win over a laborer working
on unimproved land, or a laborer that has newly appeared after the turnchat.
New land can be bought at:
2 gold for your first 5 squares
4 gold for your next 5 squares
6 gold for your next 5 squares
8 gold for every square thereafter.
Landowners start with 10 gold.
You must buy land adjacent to your existing land.
You may buy land off others, for the prices above.
You may sell land back to the government for the above prices, minus 2 gold per tile.
The tax rate is:
(1 gold per tile - 5) per turn
so in effect, you will be given money if you own < 5 tiles.
Please PM me any land purchases, sales, etc.
The aim of the game is to have the most amount of money by the term's end.
Again, if this gains popularity, I will move it to the RPG forum. I am doing this to encourage
people to look at our land, and see what can be improved. Hopefully the landowners
(who will play this game) will scour the landscape looking for laborers working
unimproved tiles, or finding better tiles to work. If there are more than two or three players,
this will be moved to RPG forums.
Bootstoots Aug 02, 2003, 07:51 AM Sounds great, GBM. I would be interested in becoming a landowner in the Quirnial RPG; how do I become one to start? Also, you might want to have a provision for businesses too, it would add a different aspect to the game other than simply owning land. And maybe the landowners could sell tiles to each other for any price they wanted, not just the ones listed above. This does look like a good idea. :D
Also, you'll be happy to note that Quirnial Province borders have been finalized according to this poll. (http://forums.civfanatics.com/showthread.php?s=&threadid=60237)
BTW, I noticed your Worms avatar. :D I used to play Worms Armageddon quite a bit, but the game is relatively unstable on my computer.
Gainy Aug 02, 2003, 09:40 AM Welcome Gingerbread Man :) Im happy to have you as my governor.
South Bootia is currently building a library. I would prefer if this was changed back to a temple. A library would do no good, because the rate of corruption is so high no extra science output would be created. However, if this would result in the waste of shields then forget it (swap the temple for the library in queue)
Build Queue:
Temple
Courthouse
Marketplace
Library
Aqueduct
Another querie...
South Bootia is currently growing very slowly. At the moment it is due to grow in 17 turns. I request that a forest be chopped down next to South Bootia, or if not possible... allow South Bootia to work the tile directly NW of it (currently being used by Gingerbread City).
If you could do this, id be grateful :)
ps: I'm a big fan of Worms 2 :D
deshelbr Aug 02, 2003, 11:40 AM The City Of Malvern Hill (http://forums.civfanatics.com/showthread.php?s=&threadid=60442)
Governor Gingerbread Man,
1475 AD A Courthouse in Malvern Hill is paramount. Two neighboring cities on the Quirnial Penninsula have already flipped to Aztecland and without one we will not be able to build the cultural improvements necessary to ensure against Malvern Hill flipping.
If it is possible to get the Courthouse rushed, that would change the outlook of Malvern Hill over the next three turnchats.
The current build queue for Malvern Hill is:
1. Courthouse (66 turns to go)
2. Library (80)
3. Harbor (40)
This shows my order of preference for laborer placement at this point:
http://home1.gte.net/res0xch2/laborassign.jpg
This shows what I would like workers in the area working on:

D'yer Mak'er Aug 02, 2003, 12:32 PM Welcome home to Quirnial, and congratulations on winning the elections! I too, am looking forward to having you as govenor this term.
I was wondering if you want us mayors posting our suggestions on buildques and worker actions in this thread previous to each turnchat, or if you prefer visiting the respective city threads? if you want them here, then, like deshelbr asked, would you prefer us posting new posts with instructions each TC, or just editing our old posts?
I was also thinking about creating some kind of system for coordinating all the worker actions in the province. currently, as I have understood it, each mayor is free to post his or her requests on which tiles needs to be improved and in which order, but there is no overall plan over worker actions that is easy for the DP to read and follow. I would be happy to aid the province in cerating some kind of office for collecting, prioritize, and mapping all the requested worker actions into a format that could be posted along with the buildques in the turnchat instructions thread. It could look something like the image with requested worker actions that i'll include in my next post (recuested build ques and worker actions). however, something like this would be a powerful tool, and would with the currrent laws and constitution (i think) need either the executive power of the Govenor of the province, or, if the Govenor decides to decentralize power to the mayors, some kind of council consisting of the mayors, whose approval would be required to pass the final turnchat request.
All, please input your thoughts on this idea.
sincerely
D'yer Mak'er

Suggested build que
1. Marketplace
2. Temple
Requested worker actions
Irrigate and rail one of these three tiles to increase growth.

deshelbr Aug 02, 2003, 09:56 PM I'm a little tired of seeing generic screen shots all the time. How does everyone like this? Have any constructive criticism?
http://home1.gte.net/res0xch2/quirnialclean.jpg
Gainy Aug 03, 2003, 06:10 AM No critiscism at all, I like it :)
Bootstoots Aug 03, 2003, 08:26 AM Hey! Doesn't the Deputy Governor get some recognition?! :p
BTW, it appears that when I named this province, I misspelled its name. The Roman hill was actually called Quarinal, not Quirnial. So, should we keep Quirnial or change it to Quarinal?
deshelbr Aug 03, 2003, 11:17 AM let's not change it now. It took me long enough to start spelling it this way, I don't want to have to reprogram my brain and go around correcting things like this and other posts . . .
Goonie Aug 03, 2003, 11:20 AM Wow, I just want to say how great it is to see all these faces. It looks like the SPDG is surviving without me :D !
Gainy Aug 03, 2003, 12:53 PM Goonie, we don't need you any more ;)
I always thought the name of the province was Quirinial... :mischief:
I prefer Quirnial.
Bacon King Aug 03, 2003, 02:34 PM Quirnial is fine by me. I also like that map.
deshelbr Aug 03, 2003, 03:10 PM Would it be cheating if I was to load up the save game and investigate the foreign cities on this penninsula to figure out what improvements they have?
I would like to mark their improvements on the map as well.
Bacon King Aug 03, 2003, 03:12 PM that would be cheating.

Speaking of....
I have posted my current build que and worker requests in the post above. However, I see that we are experiencing higher corruption than I had expected. Therefore, please revise the build que as follows to move Courthouse higher in the que:
1) Library
2) Courthouse
3) Granary
4) Aquaduct
5) Harbor
6) Marketplace
7) University
Your Mayor,
zorven
zorven Aug 04, 2003, 12:19 PM I would say we just keep the existing spelling.
zorven Aug 04, 2003, 12:21 PM deshelbr,
I like your map. I would like to see the provincial borders on there as well. Also, what do the letters in white diamonds mean on some of the cities?
D'yer Mak'er Aug 04, 2003, 01:38 PM @deshelbr: i also like the map! it's a nice graphics mod. where can i find that?
Gingerbread Man Aug 06, 2003, 07:32 AM Two issues of importance:
1) So far, who wants to play this RPG game? it will only be one term long, so there's no huge commitment. I will advertise it in my sig.
2) Queues so far:
All Queues:
Yet Another City: Library, Granary, Aqueduct.
Bootia: Aqueduct, Granary, Courthouse
Gingerbread City: Library, Harbour, Aqueduct
South Bootia: Switch to courthouse (request Rush), Library, Aqueduct
DePaolo: switch to Courthouse (Request Rush), Caravel.
PDXIII: Switch to courthouse (Request Rush), Temple, Library
Shaitan: Switch to courthhouse (Request Rush), Temple, Library
Malvern Hill: Temple (Request Rush), Courthouse (Request Rush)
Cold Harbour: Temple (Request Rush), Courthouse (Request Rush)
I will edit these to comply with governors' instructions.
zorven Aug 06, 2003, 11:06 AM Governor Gingerbread Man,
Please change the que for Yet Another City:
1) Library
2) Courthouse
3) Granary

The letters in the diamonds are for the improvements in those cities. They are actually the same diamonds used in the game for airport and harbor, but I took the little pictures out and replaced it with letters. I really wanted some small graphic there, but I couldn't pull anything off. Not enough pixels to work with. So, T = Temple, C = Courthouse, L = Library.

I'm pretty sure that it is Sn00pys TerrainX graphics mod and I'm positive there is an updated version of it on the forums here somewhere. I kind of rediscovered it a couple of weeks ago and I'm blown away by how good the game looks with it.
Gingerbread Man Aug 06, 2003, 11:58 PM Zorven - I was about to get to that. I will be communicating with you in your threads, I was going to put all your links here last night, but it was too late for me.

deshelbr Aug 07, 2003, 11:25 PM Governor GBM,
I don't want to be presumptious, but since I'm updating my Quirnial Map on a turn by turn basis and you aren't updating yours, would you please consider replacing the first post map with mine?
The source url for it is:

Thank you.

zorven Aug 08, 2003, 11:48 AM This is in regards to my post (http://forums.civfanatics.com/showthread.php?s=&postid=1160399#post1160399) in the Size 12 Plan thread.
Yet Another City will finish our Library in 1 turn. Here is the timetable for producing a Worker:
Full production of Worker = 6 turns from now.
Rush after 1 turn of production = 3 turns
Rush all of production = 2 turns
DaveShack Aug 09, 2003, 12:40 PM Donovon Zoi has requested a cash rush of the temples in Malvern Hill and Cold Harbor. This sounds like a good defensive move to me, and funds are approved if you want them. See this post in the budget thread. (http://forums.civfanatics.com/showthread.php?s=&postid=1162150#post1162150)
If you do indeed want the temples to be rushed, please include this in the provincial instructions.
Falcon02 Aug 10, 2003, 11:38 PM I would like all Governors to view the following thread and show their support for it.
Military Plee (http://forums.civfanatics.com/showthread.php?s=&threadid=61159)
Gingerbread Man Aug 11, 2003, 04:26 AM OK! The Quirnial Landowner game is officially starting!
Speak now, or forever hold your peace! Score will be calculated every turn chat. All who wish to join, simply state you are joining, then with your ten gold pieces buy your tiles. You may want to show a screenie.

Mayor of Yet Another City
Gingerbread Man Aug 12, 2003, 07:06 AM Sorry Zorven, I should have told you. At the moment, the domestic minister is suggesting that our province become a worker factory. I know, it is pretty low and unimportant, a far cry from the ambitions I had.
I will roughly follow your queues, but I will (reluctantly) throw in a worker between improvements. The country really needs these workers, and we lack them. But I will still try to get a courthouse in every city in this province. Once that happens, you will be proud to say that you are a mayor of a city in this province.
This is a real setback for us, but it pushes the rest of the nation forwards, and I must act for the benefit of the country, and the popular opinion. The size 12 plan worked before, so I guess it will be good.
CivGeneral Aug 12, 2003, 08:12 PM From the Jade Haouse
I urge the govenor to parisipate in this discussion regarding the placement for the wonder.

Bacon King Aug 12, 2003, 10:06 PM Dont be sad with a worker factory province, GBM, Esquiline is a worker province and I don't mind :D
deshelbr Aug 16, 2003, 04:08 PM Gov,
I screwed up on the url I gave you, all my slashes are going the wrong way. It should be:
http://home1.gte.net/res0xch2/QuirnialClean.jpg
Sorry about that.
Dman4eva Aug 17, 2003, 08:26 PM Governor Gingerbread Man,
I would like to ask for your permission to become Mayor of PDX III(assuming from deshelbr's map that it is still vacant).
Bacon King Aug 17, 2003, 08:45 PM yes, its still vacant, and welcome to the Demogame :goodjob:
deshelbr Aug 17, 2003, 09:54 PM Bacon and GBM,
I was just working on maps for the other provinces, and while I was trying to figure out who the mayors are, I noticed something. Our province rocks. I can't even fit all the mayors on my layout for the picture, we have a ton of mayors relatively speaking. With the addition of Dman4eva, we have 7 mayors out of 9 cities. The capitol province only has 3 mayors, how cool is that?
Someone should make an effort to snag RegentMan, Dox4242, Majic, Houarno, Andvruss, Trumpeteer, and/or Mgbx4 to fill the last opening slots.
Dman4eva,
If GBM does approve you mayorship I will add you to the map before I submit it for our website. This map will have a link directly to the City Thread you are going to create.
Gingerbread Man Aug 18, 2003, 03:33 AM Dman4eva: You are now governor of PDX III!!!
zorven Aug 18, 2003, 10:04 AM Welcome aboard Dman4eva :wavey: [dance]
Dman4eva Aug 18, 2003, 11:39 AM Yay! I feel special!
zorven Aug 19, 2003, 03:03 PM Governor Gingerbread Man,
I urge you to discuss worker actions with the President. For example, there are 2 workers making improvements 2 tiles west of Bootia. This tile will NEVER be used by any city!! Not to mention the landscape of mines.

CivGeneral Aug 20, 2003, 08:13 PM From the Jade House
Govenor GBM,
As President I would like to see the Quirnial Provance place in efforts to start building military units. We are preparing for war against the Egyptians and I would like to see this provance start to build Military units for the War effort.
deshelbr Aug 20, 2003, 08:40 PM I'm all for Capitoline building military units too. However, why are you telling Quirnial? ;)
CivGeneral Aug 20, 2003, 09:00 PM Originally posted by deshelbr

This is why I want the Senate thread to return so I can relay global messages to all Govenors or to a select few.'' I would recomend that this Provance should also Build Workers. But the Northern Cities should pitch in the war effort.

Sounds like you are the proud recipient of the ol' Presidential form letter, deshelbr. ;) I know.... I've sent out a few of those myself.

OK, my bad. I wasn't reading correctly. I apologize to GBM for junking up the province thread.
Gingerbread Man Aug 21, 2003, 12:52 AM Military production? that will be fine. The way it will go is:
Top third - Military
Middle Third - Courthouses, then military
lower third - workers.

So, I take it you are overriding our queues again? If so, please post what you want for each city so we can update the city threads.
Gingerbread Man Aug 22, 2003, 06:42 AM Zorven - you make me feel so terrible!
The way I am going and the way the governors are being treated isn't working. So how about I try something different. Post an improvement/unit here that you want put it the queues, and I will put it in. The problem with submitting entire Queues is that sometimes the domestic offices have certain plans going, like battle supplies or a size 12 plan.
So, would you like it better if you posted what you think is the highest priority thing you want built in the city, and it will be put at the top of the queues for your city? that way at least one thing you want will get done every turn chat. I just dont want frustrated Governors, like they are now. This should be fun!
zorven Aug 22, 2003, 10:18 AM Governor Gingerbread Man,
While I was being a bit sarcastic, don't feel terrible
While you did start this term by saying that the mayors would control the queues, you are the governor and it is ultimately up to you. However, I would like to see that if you would like changes to our queue, that you would just discuss it with us and allow us to change the queue ourselves. Just a bit of role playing so we can feel important :D If you dismiss us out of hand, there is not much for us to do as mayors :(
Visit my city thread and lets discuss the queue.....
zorven
Mayor - Yet Another City
(sigh)....after 500 years of collecting petition signatures, we still haven't been able to change the city's name
Bootstoots Aug 22, 2003, 03:55 PM Let's just change the city name of YAC to something better. CG, you can come up with a name or look at the naming thread if you want.
Gingerbread Man Aug 22, 2003, 11:58 PM OK, the next T/C is on the 24th. Governors, speak now!
The general plan is up top: military production
Middle: corruption reduction
Lower: culture and workers
on the above:
How would you like it implemented?
What would you rather do if not?
What would be best for fanatika? why?
Is it part of a major plan? What effect will it have on this plan?
Answer those, and your queues will be done. Or at least implemented on the main part. I will try courthouses in the lower cities, but they may be too corrupt.
RegentMan Aug 23, 2003, 10:21 AM I would like to be mayor of Cold Harbor. I've read the entire thread and did not see anything about this city being taken (If it is, I'm sorry).
deshelbr Aug 23, 2003, 11:08 AM Reg - it isn't taken, you are lucky I just saw this. I was just redoing the Quirnial map for the website that has all of the mayors on it. Your name and avatar will appear on the map as long as GBM approves your appointment.
Gingerbread Man Aug 24, 2003, 05:48 AM Your appointment is approvable! However, Cold Harbour would not be the most exciting city to govern, as it is very corrupt and unproductive.
So, If you really want to, then You are the Mayor!
EDIT: Thanks, deshelbr.
deshelbr Aug 24, 2003, 05:54 AM psssssssst .... Mayor, not Governor. You are the Governor, GBM.
Gingerbread Man Aug 24, 2003, 08:28 AM Queues have been posted. Mayors, see my instruction thread. You can change the queues I posted to some extent, just let me know.
EDIT: Governors to Mayors, Again
Peri Aug 24, 2003, 06:04 PM Now the war is over you may return your cities to normal production goals.
Thank you for your support in this war Governor. :)
deshelbr Aug 24, 2003, 08:29 PM Governor!
The Malvern Hill post on the first page has been updated for 1425AD. Please review.
Thank you.
D'yer Mak'er Aug 25, 2003, 09:06 AM mine too :)
A new post-war (1425AD) que for Gingerbread City has been updated in the post on the first page.
For the next TC, please try to get some more workers into the Quirnial province, and make sure they operate with the highest possible efficiency. I want no more improving of useless tiles, but a safe and fast trans-provincial railroad over tiles within the cities' radius. Now when we have electricity, there is also no need to wait for the worker down at cold harbor to irrigate his way all up to Bootia. Just bring in some of those egyptian workers...
RegentMan Aug 25, 2003, 05:48 PM Well if Cold Harbor is available...then... I'll take it!
Gingerbread Man Aug 28, 2003, 09:14 AM Queues posted for the 28th. You may notice my extra effort!
RegentMan Aug 28, 2003, 10:07 AM My vanilla Civ III is at my Grandma's house (was trying to get her addicted... don't think it succeed ;) ). It will be a couple of days before I can get it back and view the save and post a build queue, make my city thread with pics, etc. Sorry about the delay.
deshelbr Aug 28, 2003, 11:36 AM @Regent Man - Please also start a city thread for Cold Harbor in the government forum. I've added your picture to the map and we need a thread to map that picture to. You can copy the format of the other city threads or use your own format.
Thanks.
