Yes its Civilization 1. It has the DOS graphics, which are still the most distinguishable in the series.

I remembered how I would be able to kill off a whole nation with 2 Cannons, and how I would have a nation pinned down on one city with 1 pop, and then not bothering to finish it off, but, rather, continue nuking it with over 20 nukes... Ah, those were the days... oh, and how the AI wouldnt be able to even kill my stack of 2 cannons...

Yes, and the annoying noises that it had, like the bleep every time you moved. Basically, it had everything in it, though. I agree with the previous post that for 1991, it was great. I spent many an hour playing it.
