It looks like this bug is still present in PTW 1.27f. It seems to only effect PBEM. It wasn't in 1.14f, and appeared in1.21f. Here is an example not using workers (see other thread for those details):
turn 1: set warrior (or any 1 move unit) to move 2 tiles in any direction (say north). warrior moves 1 square. now play the rest of your turn. end turn 1.
turn 2: beginning of turn, warrior is *already* at tile 2 and is red (can't move). end turn2.
turn 3: warrior is ready to accept new orders
note: this happens for *any* player no matter the order of play. However, if you happen to try this as the last player of the round (the one that gets to see movement), you get an idea of what is going wrong. When you click to end your turn 1, you see that your warrior immediatly moves to the next square (ie when the computer is playing). Apparently this is happening with for every player at this time ( you just dont get to see it).
expected behavior: the warrior should not move until that player's turn in the rotation is reached again. This is how play proceeds in every other game mode (MP and SP). Effectivly workers finish 1 turn early (though they can't move), and you can move units "double distance" in any single turn (because the 2nd movement happens before your turn is reached again, ie, at the beginning of the round instead of the beginning of your turn).
