In a game started under 1.21 and recently upgraded to 1.27 the leader head for the remaining civs were fine but in the spot that were empty there were question marked leaders that should'nt have been there. It is a bit distracting but not a huge problem.
Later I can post a screen shot.

New games started under 1.27 behave the same way.

It's not a bug. It's deisgned to be like that.

No, question marked leaders should be only for civs not met yet.

I have to agree PTW 1.27 now has ? marks in all the spots regardless of the # of Civilizations in play. I just finshed a quick game on a Tiny map, this has a maximum of 3 other civs but all the spots were filled with ?'s and as I eliminated these civs the faces were replaced with ?'s.

Same thing with my 1.27 game. I figured it may have just been a change made. It can be confusing though as it gives the impression that a new civ exists out there waiting to be found.
