Welcome to the Term 5 Domestic Office. Please use this thread to address any concerns regarding the following:
1. The Science and Luxury sliders.
2. Spending(Budget Office).
3. Forwarding discussion on provincial borders.
4. Forwarding discussion on Settler placement.
5. Governance of non-provincial cities.
6. Overview of city production in relation to national goals.
7. Forwarding discussion on Wonder building.

I would also like to include my campaign debate answers so that I may be held accountable for sticking to my promises:
1. Work with the Governors to ensure that all of Fanatica's needs are being addressed in their build queues.
2. Request from the Governors an emphasis on workers in the early part of the term. This will give us enough manpower to successfully address our rail and mining needs.
3. Work with Esquiline and Quirnial Provinces to fully implement the Size 12 Plan, and later, the Size 20 Plan.
4. Will lobby for the discovery of Sanitation as quickly as possible. The further growth of our core cities is very important to me.
5. In controlling the budget, I will proactively select rush builds and military upgrades that I feel are worth the expense. I will still accept budget requests from all citizens, but will not require it as a prerequisite to necessary spending that will better our nation.
6. I will not consider budget spending to fund a war where we are the aggressor. Period.

ravensfire Sep 02, 2003, 07:21 PM Purely hypothetically, assuming the poll specifically mentioned the rushes required, I would expect him to.
Under any other circumstance, I also hope he would not. My expectation is that the Domestic Minister will look out for the better interests of Fanatica. Right now, there are quite a few better opportunities for rushes over a war that has virtually no support.

My request is based on defending Fanatica with the best units possible.
Donovan Zoi Sep 02, 2003, 08:37 PM I would have have to side with Peri on this one, Mr. President. Upgrading a few spearmen really won't hurt us, and we have an equal amount of Spears and Muskets right now.
I am currently looking at ways to improve the budget to facilitate this, and will be submitting my findings shortly.

I will always bow to the people's will, Boots. However, you must know that if such a thing comes about, I will be there at every turn to lobby against such nonsense. :)

I am going over our current worker allocation and trying to develop a better strategy. In the midst of all of this, the Size 12 Plan (tm by DZ) appears to have been lost in the shuffle.
For the upcoming turn chat, I would like to put this plan entirely on hold. After that, I would like to bring some focus back onto this idea by encouraging a citizen to continue the work you so admirably started. Is this acceptable to you?
In addition, I will be putting my brief worker analysis and proposed allocation in the Presidential thread. If you have a chance to review it (once it's up of course!), I'd appreciate any feedback.

Donovan Zoi Sep 02, 2003, 11:18 PM I have no problem with putting the Size Plan on hold at all, Mr. President. :)
I will gladly do whatever research necessary to ensure that we are using this plan properly. Unfortunately, due to the holiday weekend, I did not have the chance to make full assessments or discuss needed changes with the governors.
I did do a surface assessment and can tell you that Omalu and Chieftess can accept workers at this time. If you do anything here, please make sure to check happiness in these cities. There are several others, but I don't have the info in front of me. Since we are skipping next turn, it will give me time to get things in order.

Peri Sep 04, 2003, 02:41 PM Having reviewed our treasury, I would like to submit a request for further funding for our troops.
We currently have 15 units with old equipment that can be modernized. I submit that it is a matter of urgency to release funds over the course of the next 2 Turn Chats for their training.
We also currently 21 have old style legions that are being used for ceremonial duties only. I suggest we phase out these units through voluntary retirement. These soldiers can be retrained to help with city works programmes.
For the next TC can you please authorise the funds for 6 units as Step 1 in this rebuilding programme.
Donovan Zoi Sep 04, 2003, 04:16 PM I will be diving into the books tonight, Peri, so let me see what I can do on the upgrades.
My first inkling would be to keep our Legions to ceremoniously defend our interior cities, rather than cash them in for 5-7 shields per unit. ;) Doing this will help us meet our defense objectives more quickly, so that our cities can get back to building.

The tribunes of all the legions have offered their services to wonder building if the race becomes very close. I would like to see infantry in all our cities but I understand that we may have to have legions guarding some of them.

Falcon02 Sep 04, 2003, 05:57 PM Peri, you can't rush Wonders with units (the sheilds go to nothing, DZ is on the right track use 'em to help speed up Musket production a tad)

Won't, keeps track of the cities which have gotten sheild boosts. That has foiled my plans several times when I was going to build a wonder, but the improvement I was switching from was boosted by a Forest which was cut down. As a result the Wonders were grayed out (as if you were building them already in other cities).

Yes, Cælian needs a city there to fill in the empty space, before the AI sends a galley/settler there. But Cælian can't produce it, for it would be an Egyptian settler, so another province is needed to build it. I will pass the word later today.

As we continue the upgrades, remember that all future upgrades will be to glorious Infantry, capable of taking a Cavalry charge without moving a step back!
These units are both more expensive to upgrade (140g per I believe) and more capable. I would suggest that as we upgrade units, a new Infantry unit is placed in all border cities and one of the Musketmen from that city pulled back to an interior city.

Funnily enough the instructions I wrote last night for the next TC make those stipulations. My concern at the moment is to have all spearmen using firearms. If our most vulnerable border cities are garrisoned by infantry the upgrade from musket can be staggered over a much longer period.

Donovan Zoi Sep 08, 2003, 09:36 PM Regarding your request for upgrades, our President is correct. All foot units would be upgraded to our new defensive standard, the Infantry. Due to this technological advance, I would prefer that we upgrade Muskets to Infantry first, as we will be able to upgrade over twice as many units for the price. Muskets will upgrade to Infantry for 60g, while Spears go for 140g.
Let me look at the save to see what other expenditures are needed. But I think you can count on receiving funds this turnchat alone for upgrade of 10 Muskets(600g) at the very least.
Also, I am sad to say that for the rest of this term, the Domestic Office will have nothing to do with any agenda regarding provincial borders. After having spoken out for consistency in practice and polling, it seems we are willing to reach any end to get a desired result. Precedence (and patience) has been thrown out the window. And so I will do the same by removing from the Domestic docket the long-standing duty of determining provincial borders.
Since it seems that anyone from an incoming Governor to the Foreign Ministry :confused: can now profess their expertise on border proposals, I will now concentrate on sound investment, and balance.

Peri Sep 08, 2003, 09:58 PM Thank you for the release of funds. I have not updated the relative military strengths for the last TC but there is every indication that the Aztecs have rearmed to the extent that they are now are equals in the field. This may be a problem for the future.
Well I voiced my agreement with you but the people have spoken on the matter. There will be many more battles to be fought over such issues so don't be so hasty to throw in the towel. :)

Our most recent turn chat was quite successful. Both wonders were completed, and multiple technologies were traded for! The revenue from the trades is allowing us to research at unheard of rates, steel in just 4 turns! Our coffers are flush, and we have rushed many improvements in our cities.
As you plan for the next chat, I would like to suggest continuing focus on Science for urban development. Keeping our research rate high will greatly speed us towards our victory goal. As we lose the trade income, we need the libraries and universities to keep the research going.
Also, you will note we have breached the 100 worker count this chat! Never has Fanatica had so many government employees! The land is rapidly getting fully developed. I would like for you to work with the Governors on two projects for the remainder of this term.
First, I would like a fairly comprehensive plan for the development of Fanatican soil. I think we are in the position to make some long-term decisions, rather than a game play session at a time.
Second, I would like to start disbanding some of the work gangs, especially foreigners who Civilization has been eradicated, into cities below size 12 that can benefit. Iron Hills would make a great candidate!

We in North Shore have finally put into place the construction of the Courthouse which, when built, will greatly enhance the City's Production and Growth. This will inturn perhaps put us on the map as a contender as a productive city. How ever we face the dilema that while we have begun construction on the courthouse it will take 18 years for it to be completed. While we do not ask for the funds to rush it now, which would be 212G, we do ask to keep in mind the plea of our local citizens, that over the course of the next few years when our treasury and the price seem fit, that you rush production of this necessary item.

Once sufficient workers have been produced, have you considered making citizens into scientists or taxmen in the corrupt outer environs? For example, if 15 cities can supply 2 specialists each, that would produce 30gpt or 30 beakers depending on how we go, instead of pouring shields and population into workers which cost us 1gpt.

Rather than joining foreign workers into cities, our own fanatican workers should have that honor. Some of the foreign workers require no maintenance costs and should remain on the job.

The Governors of Fanatica's provinces should be posting requests for large numbers of improvements to be cash-rushed. Please review them and determine which items should be done.
Our treasury is large, over 4000 gold, and projected to grow at a rate of 600 gold per turn. Our military is completely modernized, and ready to defend Fanatica from any threat, so the treasury should be used to ready our cities for the coming space race.

Our work force is continuing to grow, yet the tasks for them shrinks! I would like to start merging any new workers created into low corruption cities below the size of 12 with the food capacity to support additional growth.
One of my primary cities for this is Iron Hills.
