After four terms of waiting, Egyptia is finaly ours! Let us be better than Cleopatra

After a tumultuous election, i have been proclaimed Governor of Cælian by cascade, after the declining of deshelbr towards Quirnial and that of Bacon King to Science, here I am!

As newly elected governor, I wish to pose some important actions for this province troubled by eons of dictatorship from Cleopatra. The first one is to name this new province(done). A thread shall be posted as soon as possible in the Citizen thread. The second one is to find mayors for each of my cities, with the responsabilities described below.

But the most important action for me is to define the borders of my province along with Noldodan, Governor of Mighty Aventine.

There are eight cities in this province right now. Each of them can be lead by a mayor, a mayor appointed by me. Here is the list of those cities:

The "responsabilities" of a mayor in the province "Five" are the following:

post queues in the provincial thread
manage happiness in their city
make demands for the safety of their citizens to the governor, who shall contact the leader in question
optimise laborer placement

However, the Governor (me) has a veto power over those activities. I shall not use it unless plainly absurd action is demanded. I will also request the building of some structures in cities and those shall be built in priority. The laborer positionning shall also be overlooked by me and changed at need or at the request of another mayor/governor. Bla, bla, bla, all the usual bureaucratics:)

The requests shall be posted in this post or PMed to the mayors in question.

You should name this province after a Roman hill according to our naming convention. I'd suggest Palatine, but that's just me. :D

So who exactly is Fier's deputy?

There are two additionnal Mayors positions now opening in Cælian! The cities of Memphis and River Crossing are now under Cælian controll and I strongly invite newcomers to apply.

We have also many other towns opened. In fact, all are empty save for the former capitol, Thebes.

My Lord Governor,

Congratulations on the fine name you've given Cælian! More and more I see Egyptian citizens recognize our superior culture, and become naturalized citizens of Fanatica! If only they had just joined us willingly, and spared the lives of the former Egyptian Army soldiers. My heart aches at the memory of what the foul leaders of Egypt did to these citizens.

Thebes is a vibrant city, with a Temple, Barracks and Aquaduct built. The library of Thebes should be reopening shortly with much fanfare!

For the next chat, I would recommend the following queue:

Current: Library (1 turn)
Queue 1: Granary (5 turns)
Queue 2: Worker (1 turn)
Queue 3: Worker (1 turn)
Queue 4: Cathedral (14 turns)

Thebes is a productive city, with lots of excellent land for farming. I plan to produce at least one, and usually two workers per chat to assist in improving fair Fanatica and in growing other cities.

I have received my commission for Mayorship at Hieraconpolis. I have moved my family to this city and am beginning my evaluation. My congratulations on the fine Railroad system. We were able to make the trip using 0 movement points entirely from the capital city.

I have immediately noticed that the Mined Plains have not been irrigated yet and the worker that was just NorthWest of the city and the worker South of the city are no longer around to perform this function.

I have also noticed the 8 troops garrisoned within Hieraconpolis. Are these:
a). The Roman troops left over from the Egyptian Offensive.
b). A precautionary force for the neighboring Aztecs who are currently at peace but furious, or..
c). A preemptive force to move on the Aztecs in the near future.

I need to know so that I can prepare the city with your goals in mind.

1. Library to completion during 1st turn. Cost 176 gold.
This will add 2 to the culture growth. It was mentioned that Hieraconpolis needed culture to prevent possible city flip.

2. Courthouse to completion during 3rd turn. Cost of 304 gold. This will reduce corruption (by 1 gold) and make Hieraconpolis even more resistant to city flip.

Labourer Allocation:
New Labourer will be available 3rd turn.
Place on Desert tile with irrigation and Railroad.
There are 3 possible locations:
Directly North of center, Southwest of center, Northwest of center. Safest would be North of center (further from furious Aztecs)

Governor Fier,

I have authorized the rush of two Settlers in Esquiline for the purpose of settling your two city sites, so you may remove the Settler from the River Crossing queue if you'd like. :)

Also, I have left instructions to settle in the desert at c2y. If you would like to poll the people on this matter, please do so.

Finally, I am afraid that I can't rush the Courthouse at this time. I will consider it in the future though.

Sorry for the continued delay. Issues at the office delayed my efforts to return to Thebes.

After reviewing the situation, I would suggest continuing to build the Cathedral. Once that is complete, a Factory would be next.

The growth of Cælian has been tremendous in the past 25 years! I'm amazed at the speed our province is growing.

As part of that growth, Thebes has the potential to be a major producer for Cælian, rivaling some of the major producers of Quirnial and Aventine. It is, however, somewhat lacking in infrastructure.

To help in catching up, could you request the following of the Budget office. First, request an immediate rush of the Cathedral currently under construction at a cost of 220 gold. Second, queue up a Marketplace. After 2 turns of production, the cost will be about 264 gold. Finally, a Factory should be queued up and allowed to complete.

Thebes is also an excellent choice to be improved with the Size 12 plan. Under 20% of production is being lost to corruption - I'm keeping a close eye on graft in my city. Thebes can support a large population, in excess of 12, allowing it to maximize the production capacity of the hills around it.

As far as I know, the last poll, the one concerning Byblos, was kinda "cancelled" by Domestic, to be replaced by a non-existant discussion and an also non-existant poll about the borderline.

My Lord Governor,

Hopefully you have seen this (http://forums.civfanatics.com/showthread.php?s=&postid=1235963#post1235963) post in the Senatorial thread. As Governor of Cælian, this affects you more than the other Govenors. Cælian simply has more land that needs to be worked. I have begun shifting work crews into the area, including several that are on Jungle-clearing detail. The doctors have assured me that the new Malarial drugs will protect them.

Any assistance you can render would be greatly appreciated by the Department of Land Management.

Governor,

In preperation for the Space Race, the major production centers of Fanatica need to be identified and developed.

Prior to the next chat, I would like you to identify those cities in your province, that with a Factory, Hospital and decent population (15+) will be capable of producing 50 shields per turn or more.

For each of those citied, please identify all needed tile improvements to maximize the sustainable production for that city.

I will then work with the Domestic Leader to assist the cities as needed.

Governor:

Hieraconpolis is set to expand its labor base in the very near future. The labor would be best used in the South East territory.
This will have a dramatic affect on our commerce output, increasing science and tax contributions.

We are also set to increase our cultural influence.

We are on track in development and should continue our push to complete the market place and the cathedral.

We will need to begin to consider plans to enhance more of he territory around our city to prepare for the anticipated continued growth of our city. A study has been commissioned for this purpose. Results with requests will be submitted soon.

On to the future...

My Lord Governor,

Thebes is truly becoming a shining example of the benefits Fanatica has blessed the former Egyptian lands with. Already at size 9, Thebes should grow in 3 turns. It's factory will be complete in 12 turns or so, and should be followed by a Hospital.

Thebes has to potential to be a high-production city, probably at least 50 shields! It will limit some of the cities around it, most especially Walnut Creek, but the production benefits should far outstrip any consequences. I am hoping, during this next chat, to see much of the land further developed. There is a bonus grassland currently irrigated that I would like to see mined, and a mined grassland that should be irrigated.

To summarize: continue producting the Factory. Next in queue: Hospital. No rushes are needed.

My Lord Governor,

We are nearing the end of both this term, and the Industrial Age. I am asking you to help me in improving your province.

For the past few chats, Vice President Rik Meleet and I have been laboriously going through each city on a periodic basis looking for improvements to cash rush. This has dramatically extended the time for each turn chat.

We will not do this anymore. As Governor, part of your duties include searching for items to cash rush, and bringing them to the attention of the Domestic Minister.

For the last two turn chats, neither Rik nor I will be reviewing cities for cash rushes. Our expectation is that each Govenor will identify those improvements that make sense to cash rush. Please post that list in the Budget thread as usual for the Domestic Minister, or his Deputy, to review. Be sure to look ahead, and plan for a full 10 turns. Improvements besides just the immediate build can be rushed, and rushes can happen on any turn, not just the pre-turn.

Our treasury is flush, and will continue to grow at around 600 gold per turn. Please, help us spend it!

It is not "Wanlut Creek" but "Walnut Creek". That's about it in my province.

But in Esquiline, know that "Aqualondë" has been corrected to "Alqualondë".

This term was the bightest event for milleniums uncounted in the new Fanatican province of Cælian. Liberated from the dictateurism of Cleopatra, we have grow to be an important element of the Empire.

We also managed to get the once ours cities of Byblos and Memphis back under egyptian-cultured ruleship, along with River Crossing.

But my reign failed to some extend. I promised to define a permanent border for Cælian, and I did not. I swared to find mayors for each of the cities, but only less than half of them have one.

Let us remember the fall of Egyptia though the Ages and good luck to my successor, Zorven, also not-exactly-elected, as I was cascaded, and he was the only Accepted nomination.
