What happens if you give a unit both 'transport only foot units' AND 'transport aircraft only' flags?
Has anyone ever tested this?
Can it carry both foot units and air units?
or only one of the two?
or does the unit need to be an air unit with foot-unit flag?

this shoudl go into the C+C forum.
id expect it woudl carry both, but maybe only 1 kind at a time. i havent tried it myself. on the othe hand, it coudl carry neither, reading it as 'can cary foot units only', so you go to put a foot unit in and 'can only carry air units' or visa versa so it wont let any unit in.

I haven't tried it yet but I belive that it would only transport air unit that have the foot unit flag checked. Thats how I am going to prevent bombers from landing on carriers.

Actually, a unit flagged with both "transport only aircraft" AND "transport only foot units" will be able to transport NEITHER. These two flags are mutually exclusive and will cancel each other out.
One benefit to having this dual flag though is what MarineCorps alluded to: it will "ground" an aircraft with these flags.
Since the (current) design of the game restricts a "unit that is capable of transporting other units" from ALSO being transported itself, it makes it so that a plane with both flags will be unable to rebase to a carrier. (Because the computer thinks that the plane is a transport, and therefore can't be transported by a carrier; but it is unable to transport anything because of the mutually exclusive transport-capable flags.)
So there is some utility that can come from having both of these flags checked.

So I can't use a carrier that has transport foot units only marked even if I have a plane marked as a foot unit please tell me that I misunderstood something because I did that and have already started my game.

I don't think that flagging a plane as "foot unit" makes any difference. A plane is an "air unit" (even if flagged as "foot unit") and the game won't let you rebase an air unit on a ship unless the ship has a "transport only aircraft" flag.
If I might make a suggestion, it's never a bad idea to test out certain "experiments" to see what happens before you start up a game and invest countless hours only to find out that things aren't going to work the way you thought they were going to.
It's generally pretty easy to make a "test scenario" by starting out your civ with all of the units that you need to carry out your experiment. And then if it doesn't work, you've only lost a few minutes instead of hours.

Oddly enough I do that when ever I download a unit. I just add them then I place them on the map to see if there are any problems, this has saved me a lot of agony like with the M1A2 or BeBro's F-15 whenever I looked at it my game would close down fourtently I fixed the problem.
