2 things. I can't see an Abstain option, and what's with that hill being part of Aventine?

Darn it, I forgot Abstain. I will see if the mods will add it. And that hill NE of New Jedina? It is that way because those options are based on the city radius and the larger city (New Jedina) took precedence when 2 cities had the same radius.

I voted for proposal A. Byblos is only size 2 and its neighbors, ??, Memphis, New Jedina, Heliopolis, Omalu are 22, 20, 19, 12 and 8 respectively. The border should be given to the mayors and governors who's labourers work the hills and fields.
Byblos is a minor town and should not dictate the border.

OK, I don't understand your logic. Giving more weight to the larger cities means putting the border closer to the smaller ones, so A would be the worst choice.
I plan to vote in a way which gives a clear choice for the winner, so we can put this largely ceremonial task behind us. The border itself is much less important than which cities are in each province.
