Steps to create: Playing Fall of Rome scenario as the Ostrogoths. I got into an early battle with the Byzantines. After Byzantines took one city, they offered peace negotiations and I encountered the bug described above.

Expected result: Seeing the actual item that the Byzantines wanted.

Note: At that point in the game, I don't think I had anything of value to the Byzantines so that's why I'm assuming they were trying to ask for a city. I declined the peace offer so don't know for sure.
