In HotSeat mode irrigating Grassland does NOT provide a food bonus. With or without irrigation, Grassland only provides two food. Any ideas or is this a bug? (This is in V1.27 of Civ III PTW)

Sorry to ask the obvious, but, are you still in Despotism?

Remember that Despotism has a penalty on food/shield production.

Obvious to some...not to others (like me). I don't think I would have ever figured that out.
