Just like I suggested for the mine, this could require coal and oil, or oil and iron, or something similar of sort, but act the same way as the Iron Works.

Yeah. It could be the Forbidden Palace equivalent of the Iron Works. As in a second one. But as it's a second one, it'd have to be more expensive.
