not sure if this was fixed in 1.27 (have.o1 or something) but you could airlift an infantry from one city to another one (the unit now has zero movement points) and then find another infantry, hit [shift-U] (upgrade all units of same type) and the airlifted infantry (0 movement) would be upgraded, thus allowing you to upgrade/ airlift on the same turn
