When I set the Governor NOT to build Small Wonders and Great Wonders in "ALL Cities" is keeps trying to build the Manhattan Project.
Is anyone else having this problem?
I also have it set NOT to build Naval Units in "All Cities"
But it still does.
It does not seem to be taking direction from these settings.
Help!

I NEVER use the governors to decide what to build.

Besides, I don't use the Governor to decide what to build, I use it so that the cities don't try to build stupid stuff, I don't want..
It avoids resetting the city production.

Hmm, I remember that save/reload could sometimes really confirm a change in governour settings, maybe this helps.
I also choose production manually (manage prod off), but I do use those 'build-this-item-often/sometimes/never' options to at least get rid off wonder-build or unit build suggestions on the production prompt (so I could often just confirm the next suggestion). These settings seem to work, i.e. if I check 'never build naval units', no marine vessels are suggested as next project.
However, the governour mood control is sometimes faulty. Normally, a city would not go into disorder if this option is checked, but nevertheless disorder occurs sometimes (or better: very rarely) w/ active governour mood control. I don't know the reason, but this is nothing new, happened in vanilla, too.

I have the same problem with the governors ... It seems that they are not taken into account my orders ...
