I am on a custom map with default rules. I have no access to palace view and donot recive any palace upgrades. I can't even press the palace veiw key (F7 I think) to goto the palace veiw.

Can someone please help me.

I believe that the Palace View was disabled for all scenarios (custom maps) just like the Aerial City View.
