Everybody needs this to run his/her colonies: The Colony Authority. I suggest to use the same stats like forbidden palace.

Unfortunately I didn't found a good splash yet...

Left: Ancient one, Middle: Middle Age and Industrial Age (The stupic Middle Age-PPL destroyed the ancient building to build more unnecessary churches), Right: Modern (The historical middle age building is updated with some modern glass parts, but not destroyed)
