Ripptide doesn't have a schedule of any kind, he just makes some units when he feels like it, so nobody can tell you when it'll be finished. That's the way things work. You could PM him, and ask him to finish it.

According to this (http://www.missing-lynx.com/gallery/modern/dmt28.htm) page it was never seen in action and only two prototypes were built.
