Is there a cheat mode so you could play opposing sides and place units? If the save game file can be loaded into the editor, that might take care of the unit/city placement problem.

Though I'm extremely dissapointed in the poor editing capabilities, I have to admit the game is great. I'm torn and distressed. Take the game back and wait for Empire Earth or keep it and enjoy what it DOES have.
