I'm wondering if anyone else has encoutered this when playing the French. My first turn playing, I messaged all my non-enemies to set up alliances with certain ones. I noticed that most of the entire world was also willing to sign over every city they had except their capital. By the end of my first turn, I had half of Russia, all of Austria except Vienna, all of the Ottoman empire except constantinople, etc. So I won the next turn by domination. Just wondering if anyone else has noticed this?

General concensous is.....don't do dimplomacy in the first turn.

has anyone noticed that the governor is unable to keep cities from falling into disorder in this scenario?
