i do not know any1 reportED this bug.
if u in war-time u can just build mil-unit,u can not change to normal unitl u stop the war,but u can save then load the game ,press f1 u ll see war-time was changed into normal!

I just tried this using the Napoleonic Conquest, and after reloading the game, I was still in War-time mobilization. :confused:
