Bug: There is a massive performence hit in the 210AD save.

Steps to reproduce:
1. Load C3C (1.15 BETA) and select "Load Game".
2. Load the performence hit save (http://www.civfanatics.net/uploads6/210AD_Before_Slowdown.SAV).
3. Right click Athens and select Fortify All. Finish any other unit movement, if needed, and wait for the end of the turn.

Observed Result:
The game becomes very slow.

Expected Result:
The game should function normally.

Following those steps, result is identical. Severe slowdown. Oddly, though, popping up the in-game menu rids the game of the slowdown, and game animation returns to normal.
