at-large governors fill empty governor slots in mid-term and serve as Senators (essentially, as governors without a province). The top two winners gets the office.

I certainly did not expect to be nominated here (or anywhere for that matter) but will Accept - thank you Paalikles and Cyc. It looks like there will be a good few candidates to choose from in this election. Let’s get that Senate working!
