I can't seem to figure out how to estaslish an embassy. The civlopedia says to double click the capitol city that I want to put one in. this only centers the map. When I learned writing it asked if I wanted to establish some, so i did. If i double click on those the city view opens, and left click opens the civlopedia to the embassy page. but civs that I haven't establihed on with yet does nothing. Thanks

Click on the "star" on your own capital city and you will be given the opportunity to establish an embassy if you can.
