I've created a tool to copy spirits of the BIC files. I have just updated it to make it possible to copy the civs as well, and it seem to work. Here is a shot from a player setup screen.

The tool can be obtained at Apolyton.
As I still works quite mush with the tool I'll only keep it in one place.

You can, but you got to modify a hell of a load of files to do it... ;)
-plus the graphics are in a non-standard pcx-format from what I've been told, so some caution is probably wise when altering these.
