Me again.... As always, download and install the scenario in my signature, go into the Editor and set it to debug to see it better...
Start the Game as the UK, and notice, France which is set to skip first turn, plays before Germany who is with the SOviet Union the only CIV that should play the first Turn!!!!

I believe that skip first turn is only applicable to the human player in an SP game -- normally the human player gets to move units first; with the option enabled, the human doesn't move first. Selecting "skip first turn" for any but the human (in an SP game only, I believe) has no effect.

sorry, but the help file in the Editor says it works for AI as well as human.. either the Editor Helpfile is wrong, or it isn't working right
