Is there a way to remove cheat mode in TOT? I found a utility to do it in regular Civ II, but not in TOT. Cna I convert a game from CivII to TOT, remove cheat, and convert back?

What do you mean, exactly? If you've activated the cheat mode, the best is to compare with an older non-cheated game and see where is the cheat-enabled byte coded. Use a hexeditor.
