First, if anyone knows, does the great library also give its owner techs (that 2 other civs have) that have the 'cannot be traded' flag?

Second, does the AI ever use spies/diplomats to steal techs? maybe if the action cost is lowered enough and the civ has enough money?

Im trying to come up with a way for smaller civs to have some chance to keep up with the larger civs, if anyone has other ideas I would apreciate some sugestions, and limiting the max number of turns to research to a lower number is not an option because i want the more isolated civs to have a harder time :)

I don't know of any "can;t be traded" flag but it is hard to tell when an AI steals techs at all they might not but I have seen them try once and only ONCE... and they failed at it. Probably save it for a last resort.

Its a Conquests flag
Well, maybe you only saw it once because its damn expensive and the ai is bankrupt most of the time. They do build embassies, so maybe they will do the other diplomatic/spy actions some times.

They tried to steal techs from me a couple of times. But true, the AI is bankrupt most of the time, and it's annoying. They never save. Noone knows what they're doing with it.

rush buying units :)
in my mod, i dont allow hurrying production in any way in the beggining of the game (despotist government), I noticed civs can save quite some money then. maybe it wouldnt be such a bad idea turning it off for all governments!!
