If someone would like to take the time to teach me how to make the scenarios, I would do these on my own. But as it is, I have no skills in scenario building so my attempts at these would be fatally flawed I'm sure. There are two scenarios I would be interested in creating.
One invloves the present day Middle East conflict with it's focus on Israel and the Palestinian lands. I wouldn't know how exactly to represent the units; the only thing I'm sure of is that the Palestians should have an invisible one time unit called the Hamas suicide bomber and it should have the effects of a cruise missile or something like that (injure/destroy unit, destroy buildings, pillage territory...) I'm surprised that no one has attempted to create a scenario of one of the most volitale places on Earth. I'm sad to see the scenario building has become so complicated. Civ 2 players were able to spit out scenarios like no one's business...

My second scenario idea is based on the alternate history novels of Harry Turtledove. I would like to fast forward to the novel of the Center Cannot Hold or maybe America: Blood and Iron and use the maps from these stories (which I am having trouble finding so I can post it here). If you are not familiar with Dr. Turtledove's works- the set of novels which I'm speaking of is a "what if the South had won the civil war" scenario. He has worked his way from the civil war all the way to World War II in this series and I think it would be PERFECT for a game such as C3C.

So if you're willing to take on these scenario creations, I would gladly appreciate. I would even appreciate someone teaching me how to make the scenarios if no one was willing to make them, although I would be much more grateful if you just made it yourself (what can I say? I'm a lazy ass.).
