Ok I may be very very thick but how do you place new cities on the map in the editor so that you can create scenarios?
The tabs are not available.
I'm using C3C.

1) first select your civilization. Press spacebar once to get that.

2) if you selected a playable (non barbarian) the shortcut for cities is the letter C. If this doesnt work you can also go in the map --> select brush typ menu. If it is grayed out, you need to select a different civ.

3) if you are placing cities but they are not all showing up in game, that is because you are placing cities to players, and others to specific civs.
