If I have multiple buildings that reduce corruption will the reduced corruption value stack or will only one value apply?

Trying to reduce corruption for naval races with large distances between coastal cities.

Coastal cities to act as centre of law and order but corruption arising the further in land you go.

Or is this better to simulate with a unique type of government?
