I've been playing as Greece on small archipelago map
with large land coverage. I was finishing the Iroqs when
the game ended telling me I suffered an embarassing
Domination loss, while I was certainly winning.
I attached the savegame from the prior turn.

This isn't a bug. You never had the domination limit (67%, unless you changed that?). You have victory points on, and the Iroquois had 9975 points. The next turn, they defeated your units, giving them 10,000 points. It also said, Victory Point Defeat, not Domination Defeat.

Not much use for them in PTW I guess.
