Something similar to Alpha Centauri, but not exactly the same. Obviously, SE options should be limited by your choice of government (Socialism would never permit a lasseiz-faire approach to economy, for instance). Changing from the status quo should have some consequences, such as briefly increased unhappiness and possibly, if the changes are too drastic, outright revolt. Obviously, Anarchy would have a special set of SE that includes no government interference at all. Bear in mind, I'm not talking about control over every aspect of life (altering jail time, changing the age of consent, etc.), just a few general options.

In other words still have goverments, but be able to micro manage with the government? Could it/should it make revolutions shorter time?
