No offence, but by what standards can Mussolini be regarded as a 'great leader'? Quite apart from any considerations of morality, the fact is that he simply wasn't very competent. His ill-judged entry into WW2 - for which Italy was totally unprepared - led to a string of humiliating defeats and the loss of an empire.
