-This is very early in production, so any suggestions or help would be really appreciated.
The mod begins in 2040 after a massive neurological plague, caused by a company that was trying to develop telepathy, has wiped out virtually all civilization on earth, leaving only a few small pockets of survivors near the plague's epicenter. The mod continues through the reconstruction of civilization and into the far future, with technology like machines made of energy and transportation into parallel universes.
Most of the files I have so far, including the map itself, are located at: www.freewebs.com/aperion0/phoenix2040/index.htm
The largest thing I lack at the moment is unit graphics and documentation-- for time's sake, I think I'm going to just use 2d, 1-frame sprites for the moment, I'll try to make 3d animations after I get everything playable.

The Map:

The mod is set on a fictional group of islands off the coast of Florida, called the Silverhill Islands, which in the 2020s became the "Silicon Valley" of genetic research, home to most of the top genetics companies of the world, including the company which would eventually cause the Mind Plague.
After the collapse of civilization, most of the world's land mass was made inhabitable by slow leakage from the recently developed but widely implemented quantum production plants, but luckily, the various groups of survivors on the Silverhill Islands were able to shut down all the plants on the islands before any damage could be caused.

Whiteshore Coalition: Has several worker units that can actually defend themselves-- Ws. Worker (replaces Worker), has defense of 1- Ws. Constructor (replaces Ws. Worker), has defense of 3- Ws. Producer (replaces Ws. Constructor), has defense of 7
the Militia: Gets the AD-130 Iguana at the first of the game- a powerful and fast artillery unit, but expensive (especially early in the game, where it's most useful)
