Add Ukas' "Broadcast Studio" or a "Movie Theater" and have it double their happiness, plus generate POSITIVE culture -- Hollywood has probably been America's best propaganda machine since the days of Charlie Chaplin :)

True. Through entertainment media, America virtually won the culture game in the last 100 years. So I would recommend it put a movie palace in every city (similar to DyP's use of Hollywood). That would give a great jump in culture comparable to real life. Think about it, all the most-watched films of the current day are made in English. That is what I would call cultural dominance. Fine graphics and brilliant concept. Thanks, RTF.

I think that cultural predominance is made on university and library, not on cinema. So, I think that a better index of culture would be Nobel prize.

"Culture" in its sense of what we consider the most advanced attributes of a civilization or nation -- Yes. In the Civ sense of expanding boundaries, sadly cinema or television wins over physics or literature any day.

I think that culture is progress, and progress derived by research. If you see cinema, remember Lumiere brother and optical studies.
