Here are two things that I think Civ 3 completely missed. Upon researching Horseback Riding, you should be able to build horses for transportation (as long as you have horses of course). They have a transport capacity of 1, and movement of 2 or 3 and no attack value. It should have a defense value equal to whatever it is carrying - warrior, spearman, etc (Meaning the troop could dismount the horse and defend, but couldn't attack from the horse). This way, workers can get to a far away city quicker, or troops can get to a battle location quicker.
Also, upon reserching motorized transportation, one of two things should happen. Cars should either be intrinsically integrated into all movement points by either treating all squares as roads or adding one point to the movement value or, similar to horses, make a vehicle unit that can carry several foot units, including workers and settlers.
I think Civ 3 missed big without including these very basic means of transportation. Another little thing that always has irked me is how Cavalry can move farther than a tank, and as far as Modern Armor! I mean come on, a horse versus a modern vehicle?!
