With the discussion of Having the Citizens devided baised on a percentage of active citizens in the forums in order to halt the chat during the turnchat. I feel that 50% is quite an unreachable number with the recent trends of the chatroom partisipation.

I have decided to hold a Census of the Citizens to see if they are eather active in the chatroom or not.
