Article E. Legislative Branch

The Legislative Branch will be formed of one House of the People and an Advisory
Council.

1.The House of the People will be formed of the entirety of the
citizenry and is responsible for the drafting of new Laws and
Amendments to the Constitution.
a.The House will present all proposed Articles, Amendments
and Laws to the Judicial Branch for review.
2.The Advisory Council will be formed of the Provincial Governors.
They will advise the citizens of the state of their individual
provinces, any concerns there may be for said provinces,
and enumerate any goals they envision for their provinces.
a.Each Governor shall determine any policies and procedures
needed to carry out their duties.
b.Governors are responsible for the care, management,
use of the cities, and use of lands of a province through the
setting of build queues, allocation of laborers on tiles,
population rushes and drafting of citizen soldiers.

This Article does not exist in the current Constitution, so there is no replacement language to consider.

This poll will be open for 96 hours, after which it will considered Ratified or Defeated.

this makes no mention of a senate, only a council of governors, this is unacceptable in my view...a Senate MUST be added to any legislative body in order to protect the national purse....this cannot be done by the same house that is mentioned in this article...furthermore a senate would be useful in that it could issue national demands of the governors thereby directly uniting the nation in important tasks through proclamations of the Senate...furthermore i point out that while a Senate would probably bother some of the ministers because they would have to ask for money for thier projects i also point out it could help them through thier authority to order things to happen

therefore the answer to this proposal MUST be NO

unfortunately i missed that, was busy with other things, i can still vote it down now though...nothing against the general idea but i do believe in a Senate and i cannot sacrifice a belief just because i or anyone else screwed up...

as it appears that your proposal here looks like its gonna pass overwhelmingly i might have to start thinking about how to get an ammendment made that would include the senate...

You need to start a discussion thread in the Citizens Forum and see if you can garner enough support.

Let's just pretend that the vote made it. Call it a computational error. No one cares. It clearly passed. Just because it was a tiny fraction below the necessary participation doesn't change the fact that the vast majority of particapants ratified it. Let's just put it in anyway.

Then, what good is the Constitution? If you break one rule, then any rule can be broken with impunity.

Japanatica should not be a banana republic without laws, without procedures and without respect for the laws we pass ourselves. We will not see rigged elections, and we will not see Flordastyle election ballots. I support Comnenus 100 % here against the Abstain guerrilla who does not want a constitution, and hope we will get the votes.

Besides, we should maybe shift legal tradition from the Napolenic Code of Constitution, and use Common Law instead, a Common Law we pass, will still make Zarn Governor.

I happen to like Napoleonic Code. Guilty until proven innocent! Used to live in New Orleans, dah'lin. ;) You know there's still a guillotine out behind the Courthouse? Maybe Cyc could use it now and again.

this would upset the whole idea about democracy, even if laws are bad you cant break them, we will just have to try again and rally support
