Article O
The area contained within the national boundaries of Japanatica
shall be divided into areas called provinces, each of which
is under the control of a Governor as stated in Article E. of the
Constitution. These boundries must be defined and approved by
the House well ahead of expansion, and may extend beyond the
cultural boundaries. City locations shall be determined by the
Will of the People.

This Article does not replace any other Article of the Constitution.

This poll will be open for 96 hours, after which time it will be considered Ratified or Defeated.

YES. By all means.

i question that provinces may extend beyond cultural boundries, inevitably this will lead to war...which i only deem acceptable in the case of economic reasons...
none the less i will vote yes on this matter

How far the borders extend would be up to the people. However, if you limit the borders to cultural limits, you can have areas not within the borders that would still need to be developed. Besides, it makes for much nicer maps. ;)

i still question war in the abscence of solid economic reasons

Actually, I question all wars. But the Article does not forthwith lead to war. Believe me, the militarists will find a pretext for war, borders or no borders.

Is the official census still 48? Who is the keeper of the official census?

1. The quorum of YES votes is 38. This info was posted in the Judicial thread.

2. @Bobby Lee. The drawing of borderlines on a map will not cause the AI to declare war on us. those lines will not appear on the maps they get from us, therefore they will not become angered and declare war. The reason the borders should be able to expand beyong our Cultural borders is so that we can get these boundries defined and approved by the House well ahead of expansion. If we can only draw Province boderlines to the point where our Cultural borders end, we would be in a constant state of drawing borders. Too much work. The above legislation allows for a more relaxed border mapping.

I was exaggerating commenus, we need 38 to pass this.

Bobby Lee
Aug 02, 2004, 06:26 PM
what i meant was that our people would eventually be aggravated because eventually the AI will violate our defined borders thereby challenging our sovereignty...it is an excuse for our people not the AI...and i still only see war as valid under an economic pretext

Comnenus, great work on getting Article O pushed through. :goodjob: However, in the future can you please make all of your sponsored ratification polls public? There is a checkbox for this feature on the poll-building page that will allow this to happen.

True, this is not law yet, but I would like it to become common practice for any legal or policy poll submission. So consider this a request from a fellow citizen rather than an admonishment for breaking any law. :)

We need 1 vote for this measure to pass. And while you are here, please vote YES in this thread (http://forums.civfanatics.com/showthread.php?t=95999) so that there will be no more hand-wringing about the passage of near-unanimous polls such as this.

Well, I would defenately agree with you. Article H should pass and should be heavely advertised so that it can get the legal number of votes to pass.
