View Full Version : A new way to fight corruption

This is an idea that I've had for a while that would add a new level of fun and realism to the game.
Almost everyone who playes civ hates corruption, in Civ 3 even with every anti-corruption improvement a city could still be wasting dozens of shields and much more science/tax every turn. The forbidden palace was a step in the right direction, acting a a second capital, but I say they should take it one step further. I'm talking about:
:beer: [party] !!!Colonial Government!!! [party] :beer:

The way it would work is, after discovering a tech like 'merchantileism' [sp?](possibly a branch off of nevigation) you would be able to take a group of citys that is over a set distance from the capital and form them into a colony. The colony would have its own capital to reduce corruption, and all of the micro-managing would be handled by the new colonial government. You would loose direct controll over the colony, but still be able to give general orders or set goals and policys for them to follow. This would allow you to have a huge empire without suffering from all that corruption.
(Think British Empire, one :king: or :queen: controlling all those colonys)
You could even name your colonys and appoint members of some kind of cenate or parliment.

I like that idea. One question I had though was, what do you mean that the micromanaging would be handled by the new government? What kind of control would you loose?

Well, I like it.. but I'd like to see changes...
I cant understand this losing control thing, it's discussed in lots of other topics... no! You need total control!
So I would change that thing and let those cities only produce buildings and especially wealth, but no military units...
Anyway, its a great idea! :goodjob:

Not sure about this not being able to produce military units thing. Possibly each military unit beyond 1 garrisoned in the city makes 1 citizen unhappy, but it would need at least 1 unit to defend. Or, more accurately even, each non-colonial military unit in the city produces 1 unhappy citizen.

I know it, but I just want to make some disadvantage for this gov...
And I think military units were never created in colonies...

Answering your questions:

1-This is not a new form of government, it is an option for any civ that has grown to an unmanageable size.
2-The loss of control is that when you form this new colony, all domestic/non-combat/development is handled by the computer, you will only give military orders to the colony.
3-The colony will produce minimal defences on its own at 1 unit per city (colonial malitia) and produce more units only it you order them to war, at wich point you have the option of commanding them yourself (at a cost for depolying your officers and whatnot to lead them) or simply let them do it themselves.

The idea reminds me somehow of the long "Provinces" thread...
(but they don't propose that much loss of control)

I like your idea, because it reduces micro-managing, and since you are rewarded with e.g. lower corruption, even the sid players could live with it(maybe)...
So, it would make the end-game on huge maps much nicer...

Why thank you, that is exactly what this Idea's about. It would help people who hate having to micro-mannage their 100+ Workers every turn, and also remove the undeniable corruption problems in Civ3.

This is a good idea. Corruption has a to great role in the game. It should be reduced anyway.
