I am sure many of us have encountered situation where we were only two turns away from completing a wonder when another computer rival finished it ahead of us. This means hundred and hundred of wasted shields. I suggest that these shields should be added into the treasury instead of simply being lost.

I too hate getting burned by that, but I enjoy it when it happens to the AI. For me, its a part of the flavor of the game. I say keep it like it is.
More wonders would soften the impact.

Adding shields to the treasury is too much. I also vote for it to stay the way it is.

why should a civ get a bonus for failing in an endevour? The money/shields that you want added to the treasury were already spent and are lost and should remain so.

I think it should be harsher and all shields spent should be lost and the current pre-build and switch loopholes should be closed.
