Just like the United States, Canada, Australia etc.. Sections of your Civ should be able to break off and form their own. It could happen as both a consequence and a positive strategy in gameplay. For example a ruthless Monarchy who does not keep cities properly fed or happy; an alliance of disgruntled cities forms and breaks off to form their new civ. Diffrent governments would have diffrent levels of suseptability: Fascism would eliminate this altogether, Democarcy would see an independence referendum.
Corruption would also play a huge factor. For example, playing on an Earth map, a civ with little power, wealth, culture etc.., has it's capital in Europe but also owns all of Australia. Obviously the corruption is pretty high, and considering the civ's general weakness the Australians would probobly be better off on their own. And so they split into their own Civ. Or it could go half-way and those cities could form their own Dominion, or they could become something like Hong Kong is to China (or at least how it's supposed to be), China is responsible for Hong Kongs defence and international affairs, but Hong Kong is it's own market. This would mean that the new Civ's happiness, culture (or lack thereof) etc.. would all reflect on your score and reputation, so you'd have to defend it well, but you would recieve nothing for your efforts.
Ok so I have a bit more for the negative but I won't bother with it since I think I've showed the general idea. However, as I said, this could be beneficial to your civ. For example, should corruption become so rampant that those cities in Australia (and in this case you are powerful and still hold control over your land) are only eating your resources away, you could give the cities their own government (and palace thereby eradicating the corruption) making a "dominion". As stated you would loose control of build commands, workers, etc.. but you would still be entitled to the resources that were probobly your only incentive for settling the area anyways (coal for example). Or maybe you could choose to give up everything, turning those cities into their own civ, but they would be your "pet" civ. So they would be very gracious towards you (since they would rely on your economic and military support to get off the ground), and you would have a true ally.
I think it's a neat little idea that would probobly not be very difficult to integrate (except for the new civ avatars and such...but hey firaxis could get very creative with the spin-off civs).
