Post polls and discussions to determine citizen desires for departmental policies, plans and agendas.
Cast a tie-breaking vote in the polls determining their departmental policies, plans and agendas.
Formulate departmental policies, plans and agendas based on citizen feedback.
Formulate departmental policies, plans and agendas of their own in the absence of citizen feedback (forum outage, low participation, etc).
Convey these policies, plans and agendas to the President for play in the game.
These are the duties assigned to the Minister of Foreign Affairs :
Organize decisions on declarations of war.
Organize decisions on peace treaties.
Organize decisions on construction of embassies.
Organize decisions on rights of passage.
Organize decisions on trade embargoes.
Organize decisions on mutual protection pacts.
Organize decisions on placement of spies.
Organize decisions on intelligence gathering, spying and sabotage.

After due thought, I have realized that it would be unhealthy for the democracy of Japanatica to take another term with so strong public support, and I see clearly that I am more needed in the Domestic Arena. Since next term will be different from Term One, I will still make the detailed national interest plans from a more domestic angle than foreign angle, and work close with the people, the other ministers and the Judiciary to make this work effectively. I am also going to propose a reform on how to reorganize things with citizens input.
So I am sorry to those of you that wanted me in the FA, thanks for the support, and I hope I gave you back some quality work that made the Japanatican lifestyle more comfortable. If you still want to back me up, the Domestic arena is the only area I will be running in. Therefore I apologize that I must reject the FA nominations, but I will still be one of you :)

I have already done this in the FA Gov thread for Rik Meleet's request, but I will do it again here.
Babylonians
Despotism. They have no luxuries or resources. 5 cities in total, one of which we can see. They're cautious towards us right now but that will probably change to annoyed as we expand closer to their territory. Their tech is inferior, they dont have iron working, horseback riding, or writing. Their treasury is only 4 gold.
Threat assessment: Right now, low. They're too far away to do us any harm (even with culture), but they have a sizeable territory. Of course, I predict that most of their territory is in tundra, which weakens them further. Plus if they ever invade we have mountains to defend us from them.
Romans
Despotism. No luxuries or resources, but they have horses and fur in their territory. They will possibly expand northward and get iron. 4 cities in total, 3 of which we have contacted. They're annoyed with us. They don't have masonry, iron working, or horseback riding. 34 gold in their treasury.
Threat assessment: Major. We will share a continuous border with them and compete with them for prime city locations. When/if they get iron, their UU is to be reckoned with. They also started in a prime spot for growth and production. I recommend an aggressive containment policy by securing defensible cities along their border.
Iroquois
Despotism. Their have horses and will get fur and iron. 6 cities in total, we can only see 2. They are surprisingly polite. They don't have writing or horseback riding. 43 gold in their treasury.
Threat assessment: Possibly major, but we will not be sharing a border with them. They are the largest nation and they will shortly be able to build their UU, the mounted warrior. We could, of course, play them against the Romans or Babylonians. They also start as south as the Babylonian, so I am thinking a lot of their territory is also tundra, so bad for them good for us.
Zulu
Despotism. They have no resources and a wine, but will get horses and iron. they have 5 cities, 4 of which we see. They're polite. They're as technological advance as us. 17 gold is in their coffers. They also have contact with the French.
Threat assessment: Major. We will extensively meet this civilization in the future as they are blocking/ going to block our expansion to the north. Their UU is pretty much obsolete. They also control very defensible positions. We need to block off their expansion and if possible "reduce" the threat.

Also note that none of these civilizations have contact with each other. They all have relatively the same culture as us. All of their militaries are equal to ours, except for the Babylonians, whom are weaker.

The Babylonians are located to the south/south-west and do not pose much of a major threat at this time. They have been expanding east and can probably be expected to continue doing so.

The Iroquois are located in the South-East and do not pose a major threat at this time. They have been expanding North and West, and there is the significant possibility of hostilities with the aggressive Romans in the not too distant future.

The Romans pose a significant threat. They are developing cities around a core. They can reasonably be expected to expand north and take control of the resources in that region. Rome is built in a very good location and their UU makes them a threat should they obtain Iron.
Zulu
Attitude - Polite
Cities - Zimbabwe (3) - Building ORACLE, Ulundi, Bapedi (2), Hlobane (1), Isandhlwana (1)
Gold - 17 Gold in treasury, unknown gpt
Government - Despotism
Luxuries - Wines (2)
Resources - Horses (2 not connected), Iron (1 inside 1 just outside border, both not connected)
Technology - equal with us
The Zulu are building cities in fairly scattered locations due to the rugged terrain. They have multiple Iron sources and could be a heavy threat if allowed to expand southwards. We can expect they will initiate conflict with someone (either ourselves, Romans or French) in order to continue their expansion. There is the possibility of some very nice land to the North which they may move into also.
In addition to this we are aware of the existence of the French, with whom only the Zulu currently have contact. All these civilisations have contact with one another. The Babylonians have a weaker military, everyone else is approximately equal to the great nation of Japanatica. All are (only just) unimpressed with our culture

1) Gaining power, resources, territory for us
2) In the way the WOTP see fit, of course also aggressively
3) For foreign incursions I would tell them to get out and be shoved out, as for demands, it just depends on how ridiculous the demands are and our current status. If it is a minor demand I would probably agree and seek revenge later. If it were really major (tech, resources) I would have to ask people, but the answer would be a probable no
4) You should vote for who you think the best candidate is; you should vote for me because I was deputy in term 1 and I know our current state of affairs and have worked closely with Provolution (term 1 FA minister) on the plans and proposals. Basically, I know what's going on and will continue the course, with some alterations when they are needed.

Nation: Zulu
Summary: A fiercely agressive race, Militaristic and Expansionist.
They need no provocation to fight. We must always be prepared for a
Zulu invasion.
Their UU, the Impi (1,2,2 r Spearmen) is not a dangerous offensive unit and
as such they pose little danger except to our workers should they decide to
sneak attack us. The unit is going out of fashion quickly and by the time the
Samurai arrive, we'll be delighted to fight them.
Resources: Horses, Iron and Wine.
Technology: Ahead of us! They have a tech we don't - Mathematics.
Military: Our equals.
Attitude: Polite - This does not mean much, they are very quick to change.
Cities: 5.
Overall. The Zulu pose the greatest threat to our nation (5/5).
Nation: Rome
Summary: An agressive race, Militaristic and Commercial.
More sedate than the Zulu, but nasty nontheless. We must be prepared to
counter a Roman invasion.
Their UU, the Legionary (3,3,1 r Swordsman) is a very tough opponent, but its
threat is lessened by the arrival of the Samurai. Currently, the Romans do not
appear to have iron so this could be a bit of relief, though I suspect only temporary.
Resources: Horses; Furs. Currently, appear to lack iron!
Technology: Our equals
Military: Our equals
Attitude: Annoyed.
Cities: 4.
Overall: The Romans pose a very serious threat to our nation (4/5).
Nation: Babylon
Summary: An agressive race, Scientific and Religious.
The Babylonians (or Babs) are very culture oriented. As such we must protect our
cities from 'culture flipping' to them. The invasion danger from the Babs is less
than Zulu and Rome. We need to be able to contain them with a small to medium sized
garrison to deter attacks.
Their UU, the Bowman (2,2,1 r Archer) is rapidly becoming obsolete. Even our
Swordsmen (I don't expect may of these) can take care of them.
Resources: Wines. Very little is known about their resourcefulness!
Technology: They are yet to research Writing.
Military: They are weaker. As such a massive onslaught from them can be ruled out.
Attitude: Annoyed - They used to be cautious, not a good development.
Cities: 5.
Overall: The Babs pose a lesser threat. (3/5).
Nation: Iroquis
Summary: A peace loving race, Expansionist and Religious.
Very sedate, unlikely to provoke a war with us especially as they are so far away.
An Iroquis invasion is most unlikely, but we must not sit on our laurels as their
UU, the Mounted Warrior (3,1,2 r Horsemen) can tear careless defenses to shreds.
We can contain them with a few horsemen units (until the Samurai show up).
Resources: Horses, Iron; Furs.
Technology: Our equals.
Military: Our equals.
Attitude: Polite.
Cities: 6 - This is some cause for concern as they are outpacing us in this field.
Overall: The Iroquis pose little threat. (2/5).
Nation: France
Summary: A docile race of Industrious and Commercial people.
The French will not attack unless provoked. Add onto that, that they are far away,
next to the Zulu and their UU, the Musketeers (3,4,1 - r Musketmen) will not be a
problem for us, we need not worry about the French.
Resources: Furs, Wine. Strategic resources unknown.
Technology: Well down: Lacking Iron Working, Mysticism and Horseback Riding.
Military: We are stronger.
Attitude: Polite.
Cities: 5 - Most of which have not yet been located.
Overall: The French pose very little threat (1/5).
Diplomacy:
No wars, alliances, ROPs that we know of.
Wonders of the World:

Thank you Ravensfire for these good questions.
1. My goals are to protect our nation from powerful foreign powers who wish to invade us and to exact revenge against any rogue states who dare to violate our sovereignty.
Specifically the following:
Maintain peace and a good relationship with our neighbours as much as possible.
Avoid engaging more than one enemy at a time in out and out war.
Develop strategic partners with other nations in association with our citizens to better protect our lands.
Cooperate with other ministries to enhance our power through trades, treaties and alliances.
2. I have graded the 5 nations we know wrt level of threat. I will dialogue regularly with the Military Advisor to establish the level of defence we need to deter and/or stop any attacks by these powers. Naturally the Ministry of Foreign Affairs would not dream of dictating a security policy to the Military Advisor, but provide the necessary intelligence as required. In a similar way, I will keep the Ministries of Trade, Science and Culture aware of any developments in foreign nations such as potential trades, technologies researched or wonders undertaken by a foreign nation, etc.
Provide information to the relevant ministries wrt the recommended balance of the empire:
Settling, warring, wonder building, general development, etc, based on intelligence gathered.
Provide frequent updates on the state of the known world to keep our citizens informed.
Provide polls as required to determine the view of the people for all relevant matters like declaring war, peace, signing alliances etc.
3. Peaceful incursions I can handle in the short term. In the long term I tell them to get out or else...
As such, I believe that we must maintain a good strong army to deter roguish behaviour and be able to punish anyone who dares to cross us. Until we build a very powerful army, I am willing to pay a small tribute once but only once if it appears that one of our cities is in grave danger from an attack.
