I'm playing on LAN vs a computer and a human. Both humans can't raze cities and the computer can raze cities. WHy?

When human players conquer a city, we don't have the choice to raze or install a new governor. How can we raze it?

try to right-click the city and choose the option "abandon"

try to right-click the city and choose the option "abandon"

that's way different from razing a city. First, it takes turn(s) to abandon a city, and second you don't get slaves off it.
