FINALLY! I finally got around to finishing it. There might be too many resources but hey, they're randomly distrubited as well as the goody huts. Starting locatios are based on real life city locations and I've changed the rules so that oil can be found in jungles. The four cuban starting locations are definetly the best with the Miami starting location being the second best. If you want to use this for any secnario you have planned, please ask me first and you'll most likley get the go-ahead from me. Feedback is requested. Thank you!

I'm having the same problems as last time.

How do I upload a folder with the map and a readme inside?

For the time being I'll just rename the map Cuba.zip and all you have to do once you download it is rename it back to .biq

Here, I fixed it. If you post the readme or PM it to me I can add it to the attached zip. Edit: Readme added. A screenshot:
