How do i turn off barbarians so they dont make new encampments???

In the face of the Scenario tab in the Game Editor, bottom left, there are options to modify barbarian activity. This is a different tab than the rules tab and you will find many things you can change, alter or tweak. Some have found however, that even this is still not enough to suit their tastes, so as well in face of the rules/general tab find on the right side, three options to 'set' the default barbarians. Such as warrior etc. Here place 'none'. This effectively eliminates all barbarians from entering the game no matter if barbarian camp still show up, they will be 'empty' and you can roll over em and pick up some spare cash.

Start New Game.
In one of the windows, near the bottom right will be a part of the screen that says "Barb Activity" Turn it to None.

What alerum68 is saying is correct so far as vanilla goes, however, if you use the game editor to create your scenario/game then other considerations and options are available. Beside the tag that alerum68 is referring to does not work in all situations, ie, the camps keep showing up in late game.

So step one, are you using the game editor? If so go to File and load your scenario game file. That done, go to Scenario Tab and tick the following; Custom Player Data, Custom Map, Custom Rules. This gives you access to Rules in the Rules Tab and their the General Tab referred to above. As well return to the Scenario Tab and chose the Scenario Properties and this give the second set of options.

Now note, when first loading a file in the GAME Editor (a different program than the Game itself) you can load ANY scenario/game file and enable as above and then modify. Of course FIRST save as and rename so as not to spoil the defaults and originals.
