Have civilizations start in regions matching their 'flavour' (historical background or any sterotypes), but interfere only as minimally as necessary with the stuff the base mapscript is doing.
It was originally designed to work for the mods Fall from Heaven and its modmod Fall Further (let the elves start in forest etc), but should be easy adaptable for any other mod or even the Vanilla version of Civ4 and the civilizations in there.
